Although he worked in Titusville, he continued to serve his Orlando community by participating in various organizations including the chartering of the Orange County Political Coalition (1980) that sought to increase voter registration, education and participation by the Black community.

James was an active Voter Registration Deputy for over 12 years. From 1989-2001, he served as a member of the Florida House Redistricting Committee that established districts for Congressional, State, County and City elected officials. James Q. A cheerful giver. Each year for many years Mr. Mitchell did not find it robbery to send a check to many HBCU programs. He would stop in and say I sent a check to this school. Yes he was a Rattler but he loved and supported all HBCU institutions. . He loved and supporting all educational programs. He wanted to see children succeed. Thank You Mr James.. His sister was my neighbor, his mother became my neighbor and Mr James was the protector who would ride all times of day and night to check on them. He and Mrs Janie will be missed. Each one must give as he has decided in his heart, not reluctantly or under compulsion, for God loves a cheerful giver. 2 Corinthians 9:7
